Welfare services

At Tallinna Centre for Children at Risk (TLTK) we offer various social welfare services to children and young people, as well as to their parents:

  • Shelter for Children aged 7–17, with a total of 28 places (Paldiski Road 51 and Vana-Pärnu Road 9a/2). Children are referred to the service by a child welfare specialist, the police, or may come on their own if in need.

  • Shelter for Parents and Children, offering 6 private family rooms. Families are referred by a social worker or may come independently with their children.
  • Night-time shelter for Intoxicated Minors, who have been detained by the police and cannot be taken home for various reasons. The young person can stay at the service between 10:00 PM and 10:00 AM.
  • Social Program for Youth aged 10–17 with risk behaviors.
  • KLAT, which provides temporary 24/7 support and a safe environment for up to 7 young people.
  • Youth Development Program offers a trauma-informed, holistic approach for young people aged 12–25 and their families, supporting well-being, coping, and development. It is a complex service centered around psychological counseling. Educational support and hobby activities are additional components that help achieve the goals agreed upon by the youth, family, and psychologist.
  • Parenting Program “Incredible Years” – Training for parents who are experiencing difficulties with children aged 7–16.
