Night-time shelter for Intoxicated Minors
Referral Procedure for the Service:

If the police are unable to determine the home address of the detained minor or cannot reach the parent by phone, the intoxicated minor may be placed at Männi Shelter, located at Vana-Pärnu mnt 9a/2. There are a total of 4 places allocated for overnight accommodation.

The police patrol must notify the shelter staff in advance by phone – 55516611 – before bringing the client.

Prior to arrival at the shelter, the minor must be examined by medical personnel, and confirmation must be received that it is safe to place the minor in the shelter and that they do not require medical supervision.

The admission of the child to the service is documented either on the intake form or based on a referral letter from the police, which must be signed by both the police officer and the shelter staff member receiving the child. The document must indicate the level of intoxication of the minor.
Before bringing the minor to the shelter, the police patrol must ensure that the youth is not carrying alcohol, narcotics, or dangerous items.

On the morning of the next working day, the unit manager forwards information about the youth’s stay at the shelter to the local government child welfare specialist or child protection officer responsible for the youth’s place of residence, as well as to the parent. The minor leaves the service during the same day.
