Closed Child Welfare Institution Service (KLAT)
Closed Child Welfare Institution Service (KLAT) provides temporary, round-the-clock support and safety for a child whose behavior poses a serious threat to their own life, health, and development, or to the life and/or health of others.

Tallinn Children’s Safe Centre provides KLAT services for up to 6 young people through a public procurement contract. Referrals to KLAT are managed by the Social Insurance Board (SKA), and a child can only be placed in the service by court order.
The aim of the KLAT service is to support the child’s psychological, emotional, social, educational, and cognitive development in order to achieve lasting changes. These changes should enable the child to successfully reintegrate into everyday life after the restriction of liberty ends—without behavior that endangers their own or others’ life, health, or development.
Since the service involves restricting the child’s freedom of movement—one of the most fundamental rights—its necessity must be carefully considered in advance.
