Services for children, youth, and their families.
Tallinna Centre for Children at Risk (TLTK) is a child welfare institution of the City of Tallinn that provides a safe environment for children and families in need of protection due to neglect, domestic violence, or other social risks.
TLTK is managed by the Tallinn Social and Health Care Board. We offer a variety of social welfare services for children, youth, and their parents:
Shelter for Children aged 7–17, with a total of 28 places (Paldiski Road 51 and Vana-Pärnu Road 9a/2). Children are referred to the service by a child welfare specialist, the police, or may come on their own if in need.
Shelter for Parents and Children, offering 6 private family rooms. Families are referred by a social worker or may come independently with their children.
Night-time shelter for Intoxicated Minors, who have been detained by the police and cannot be taken home for various reasons. The young person can stay at the service between 10:00 PM and 10:00 AM.
Social Program for Youth aged 10–17 with risk behaviors.
KLAT, which provides temporary 24/7 support and a safe environment for up to 7 young people.
Youth Development Program offers a trauma-informed, holistic approach for young people aged 12–25 and their families, supporting well-being, coping, and development. It is a complex service centered around psychological counseling. Educational support and hobby activities are additional components that help achieve the goals agreed upon by the youth, family, and psychologist.
Parenting Program “Incredible Years” – Training for parents who are experiencing difficulties with children aged 7–16.

Every year, many talented children come to our service who have not had the opportunity to recognize or develop their gifts — whether it’s musical ability, interest in programming, art, sports, or something else. You can support a child’s hobby either with a monthly contribution or a one-time payment. Every 3 months, we provide feedback to the supporter about the child’s progress. You can always make a general donation, which we use for trips and leisure activities with the children.
